Babeda es una federación de planetas, en la cual el poder reside en un congreso que según sus detractores se encuentra monopolizado por Riiga, la capital. En este relato se narra la historia de Babeda, desde sus orígenes hasta su destrucción. Para ello la novela se sitúa en el momento histórico de máximo apogeo y relaciona acontecimientos a partir de las aventuras de personajes íntimamente ligados entre sí.
Kenuhi es un humano que se despierta inconsciente en un extraño mundo. Tras ser raptado consigue ser liberado e inicia una campaña en busca de venganza, para lo que contará con la ayuda del sector Wirkaho más radical. Los Wirkahos son un antiguo grupo de resistencia contra la corrupta Babeda. Su objetivo es la creación de una nueva confederación acorde a las cuatro leyes fundamentales Wirkahas. Sin embargo, se trata de una sociedad disociada, en la cual el uso de técnicas meramente propagandísticas no satisface a los individuos más radicales.
Además toman un papel relevante en esta historia ciertos individuos, algunos corrientes y otros excepcionales, que con sus acciones conformarán el futuro de Babeda.
